The legal situation in Pakistan
Pakistan is not on Hyperliquid's restricted list. PVARA, set up by ordinance in July 2025 and made permanent by the Virtual Assets Act 2026, opened licensing in August 2026. Firms serving Pakistanis had to apply for a No Objection Certificate by 5 September 2026; operating after that without applying is an offence. We found no action naming Hyperliquid.
Key facts
- Virtual Assets Act 2026: there are 11 licence categories, including exchanges and derivatives.
- NOC deadline of 5 Sep 2026 for existing providers; offshore exchanges need a local subsidiary and FMU registration (Binance and HTX hold NOCs).
- Operating without an application after the deadline is an offence under Section 70 of the Act.
- Pakistan recently lifted its long-standing ban on banks serving crypto businesses.
- No action specifically naming Hyperliquid was found.
What are your options in Pakistan?
If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law. Look for derivatives platforms licensed by Pakistan Virtual Assets Regulatory Authority (PVARA), and check back here: rules change.
