The legal situation in Russia
Russia is not named in Hyperliquid's list of restricted countries, although the terms also restrict sanctioned territories and persons. In August 2026 Russia enacted the law 'On Digital Currencies and Digital Rights' (bill No. 1194918-8), whose core provisions apply from 1 Sept 2026: crypto trading must go through licensed intermediaries, retail buyers face a knowledge test and a 300,000-ruble annual limit per intermediary, and crypto payments for goods and services remain banned. Reports in Feb 2026 said authorities were considering blocking foreign crypto exchanges.
Key facts
- Retail investors may buy only Bank of Russia-approved crypto assets via licensed intermediaries, capped at RUB 300,000 a year per intermediary; qualified investors have no cap.
- Core provisions take effect 1 Sept 2026; market participants have until 1 July 2027 to obtain licences.
- The ban on using crypto to pay for goods and services in Russia remains.
- Feb 2026 reports (citing RBC) said authorities were considering DNS blocking of foreign crypto exchanges via Roskomnadzor; no block of Hyperliquid was found.
- Hyperliquid's terms do not name Russia, but bar persons and territories subject to sanctions; individual sanctioned persons are excluded.
What are your options in Russia?
If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law.
