The legal situation in South Korea
South Korea is not on Hyperliquid's restricted list. Under the Specified Financial Information Act, offshore VASPs that serve Korean users without reporting to the FIU are illegal, and in March 2025 the FSC/FIU had 17 unregistered exchanges' apps removed from Google Play. Domestic exchanges cannot offer crypto perpetual futures because no derivatives framework exists. We found no regulatory action naming Hyperliquid.
Key facts
- Mar 2025: FIU published a list of unregistered offshore exchanges (KuCoin, MEXC, Phemex, BitMart and others); Google Play blocked 17 of them, and the KCSC coordinated web blocks.
- Korean-licensed exchanges (e.g. Upbit, Bithumb) offer spot only; Korea has no framework for crypto perpetual futures (Tiger Research, Aug 2026).
- Some offshore exchanges, including Binance, restrict perps for users KYC'd as Korean.
- Tax: a 20% tax on crypto gains (22% with local surtax) above 2.5 million won is confirmed to start in January 2027.
- No warning or block specifically naming Hyperliquid was found.
What are your options in South Korea?
If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law. Look for derivatives platforms licensed by Financial Services Commission (FSC) / Korea Financial Intelligence Unit (KoFIU), and check back here: rules change.
