The legal situation in Turkey

Turkey is not on Hyperliquid's restricted list. Since the 2024 amendments to Capital Markets Law No. 6362 (Law No. 7518), crypto-asset service providers need CMB permission, and the CMB has ordered access blocks on sites offering unauthorised crypto services or leveraged trading abroad. In July 2025 it blocked 46 sites including the decentralised exchange PancakeSwap; no block of Hyperliquid was found.

Key facts

  • Law No. 7518 (2024) made the CMB the licensing authority for crypto-asset service providers, with administrative and criminal sanctions.
  • CMB bulletins (2024/56 to 2025/3) ordered access blocks on sites providing unauthorised crypto services and/or online leveraged transactions abroad.
  • In July 2025 the CMB blocked 46 websites, including the DEX PancakeSwap, for unauthorised crypto-asset services.
  • No CMB access block specifically naming Hyperliquid was found in this research.

What are your options in Turkey?

If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law. Look for derivatives platforms licensed by Capital Markets Board of Türkiye (SPK / CMB), and check back here: rules change.
