The legal situation in Ukraine
Hyperliquid's Terms of Use restrict the occupied Crimea, Donetsk and Luhansk regions but not the rest of Ukraine. Ukraine's 2022 Law 'On Virtual Assets' has not been fully put into effect because it depends on Tax Code changes; bill No. 10225-d, which would legalise the virtual-asset market and set crypto taxation, passed first reading on 3 Sept 2025. No Ukrainian regulatory action naming Hyperliquid was found.
Key facts
- Hyperliquid's terms restrict Crimea, Donetsk and Luhansk.
- The Law 'On Virtual Assets' (2022) gives the securities regulator a licensing and supervision role, but its entry into force was tied to Tax Code amendments.
- Bill No. 10225-d passed first reading on 3 Sept 2025 (246 votes), proposing 18% personal income tax plus 5% military levy on crypto gains, with a reduced 5% rate in a transition period; final adoption was not confirmed in this research.
- No specific Ukrainian rule on crypto perpetual futures or action naming Hyperliquid was found.
What are your options in Ukraine?
If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law. Look for derivatives platforms licensed by National Securities and Stock Market Commission (NSSMC), and check back here: rules change.
