The legal situation in Vietnam

Vietnam is not on Hyperliquid's restricted list. Government Resolution 05/2025/NQ-CP (signed 9 September 2025) started a five-year pilot in which only Ministry of Finance-licensed enterprises may run crypto-asset trading platforms, with trading in Vietnamese dong. The SSC opened licence applications on 20 January 2026. We found no rule on crypto derivatives and no action naming Hyperliquid.

Key facts

  • Resolution 05/2025/NQ-CP: only MoF-licensed enterprises may operate crypto exchanges; minimum capital is VND 10 trillion.
  • SSC opened the licensing window for crypto trading platforms on 20 Jan 2026.
  • Tax: Circular 32/2026/TT-BTC (effective 27 Mar 2026) sets personal income tax at 0.1% of the value of each crypto transfer made through service providers.
  • No pilot rule permitting crypto derivatives and no action naming Hyperliquid were found.

What are your options in Vietnam?

If Hyperliquid or local law restricts this country, the honest answer is: don't try to get around it. Using a VPN breaks Hyperliquid's Terms of Use and may break local law. Look for derivatives platforms licensed by Ministry of Finance / State Securities Commission of Vietnam (SSC), and check back here: rules change.
